Simon Mizrahi is appointed to the post of Interim Director of the Communication and External Relations Department (PCER) of the AfDB.
A British national, Simon Mizrahi joined the development bank in May 2009 as head of the results management division. Previously, he worked for the OECD, including in the office responsible for monitoring the effectiveness of development aid.
In this role, Simon Mizrahi was the author of the Paris Declaration on Aid Effectiveness and the Accra Agenda for Action, two landmark agreements adopted by 110 countries and organizations around the world.
Within the AfDB, he currently holds the position of Director in charge of implementation, performance management and. In this role, he oversees annual investments of $10 billion across the continent and works with the Board of Directors and donors on the full complexity of development challenges.
Commenting on his appointment, President Akinwumi Adesina said, “Simon Mizrahi will provide strong leadership and support to the department until the appointment of a director.”
On the other hand, Aissa Touré, of Senegalese nationality, is appointed Head of the AfDB Country Office in Rwanda. Economist and development specialist, she has a career spanning more than 25 years, acquired on three continents, in twelve countries and on behalf of five international organizations.
His professional experience covers rural development, in particular agriculture, the rural economy, and climate adaptation and mitigation. Aissa Touré brings to the AfDB strong skills in strategic management, institutional representation and partnership management at the national, regional and global levels.
Prior to her appointment, Aissa Touré served as Representative of WaterAid (2003-2007) and Deputy Director for West Africa of Oxfam America (2007-2009). She worked at the Sahara and Sahel Observatory (OSS) as the coordinator of the research for development program, from 2009 to 2010.
